Job Summary
• A great opportunity to lead Core Engineering for the Public Cloud at Standard Chartered bank. This role reports directly to the Global Head of Cloud Infrastructure.
• The head of Cloud Core Engineering is responsible for performance, reliability of the public cloud Infrastructure of Standard Chartered Bank. The role ensures the efficient delivery of cloud services, driving automation, cost optimisation, and scalability.
• The successful applicant will be accountable for engineering, including engineering improvements and enhancements required to the day 2 operations of the platform.
Strategy
• Design enterprise-grade cloud landing zones for AWS and Azure, including identity, networking, security, logging, monitoring, policy, tagging, and cost controls.
• Manage the relationship with both AWS and Azure
• Process definition for Cloud Management
• Lead the creation and management of cloud products and services such as:
o Standard compute platforms
o Container platforms
o Database platforms
o Storage services
o Network connectivity services
o Observability services
o Secure deployment pipelines
o Backup and databunker services
Key Responsibilities
Business
• Build, operate, and continuously improve global public cloud platforms that enable secure, standardized, and self-service consumption.
• Take accountability for all services being delivered with automated or self-service day 2 operations into account, reducing the dependencies for Cloud Operations
• Focus on Cloud resource management and building tooling to ensure optimized utilization of Standard Chartered's cloud resources globally
• Establish reusable platform services, golden patterns, blueprints, reference architectures, and engineering guardrails.
• Drive adoption of platform engineering practices to improve developer productivity, engineering consistency, and deployment velocity.
• Own, maintain the cloud core foundation across AWS & Azure
• Ensure the core is efficient, easy to off/onboard and resilient
Processes
• Accountable for definition and delivery of cloud management process[DR1.1][RHG1.2]. Additionally the process delegate for Cloud Management, which encompasses the following
o Cloud Operations and stability
o Cloud engineering
o Cloud Governance
o Cloud Security
o Cloud commissioning and decommissioning
People & Talent
• Lead through example. Demonstrate technical and people leadership
• Build a culture that aligns to banks values and behaviours. Ensure staff ahead and remain compliant with the banks policies and procedures
• Needs to empower workforce but be able to step in when needed to course correct
• Support Diversity, Equity and Inclusion in the workforce. Ensure psychological safety.
• Foster a collaborative and partnership driven 'better together' ethos across the function and wider partners
• Promote innovation and agile delivery
• Ensure the function has the appropriate balance between operations and engineering skills. Promote an engineering culture

Risk Management
• Own the risks linked to the delivery of code into production
• Own the risks linked to the maintenance of code in production
• Own the end-to-end risks associated with the dev/test environments and the requisite tooling
• Drive for the closure of risks, operational events and audit findings on time, once and done
• Educate the team on risk management and continual mitigating of risk
• Comply with organisation risk management framework
• Find automated solutions to reduce risk and prevent human and manual solutions
Governance
• Ensure the value determination & realizations for workload migrations to cloud
• Ensure compliance with all applicable SC governance frameworks
• Adhere to and optimise cloud governance frameworks and processes
• Stay aware of changing regulatory landscape so that we can proactively manage the emerging requirements for workloads
• Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines

• Display exemplary conduct and live by the Group's Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. • Deep experience with enterprise-scale multi-account AWS and multi-subscription Azure operating models.
• Strong understanding of AWS and Azure reference architectures, landing zones, control planes, management groups, account structures, and cloud-native design principles.
• Proven ability to define cloud engineering standards aligned to:
o AWS Well-Architected Framework
o Microsoft Cloud Adoption Framework
o Azure Well-Architected Framework
o Enterprise architecture principles
o Security and regulatory requirements
Education
• Computer Science/Computer engineering degree
